For the last nearly a month, the name of Nira Radia has been in circulation. Two publications, Outlook and The Pioneer, raised the issue first almost simultaneously. While Outlook concentrated on the issue of phone tapping, Pioneer, referred to the larger issue of the connections between Radia and Telecom Minister A.Raja, and how the latter used the former to get back the Telecom portfolio after the formation of UPA II last year.
In normal circumstances, a story like this should have had the entire media hounding the Government and the players whose names had been mentioned in these stories. Just a few days before this, remember how Sunanda Pushkar and former Union Minister of State, Shashi Tharoor were hounded?
But it was not to be. Except for a couple of publications, like Mail Today and Outlook, none of the print publications have followed up on what seems to be one of the biggest scandals in this country, for a very long time. What is more surprising is the way in which most of the news TV Channels(except Headlines Today) which had made Tharoor-Pushkar story a national event, have clamped down on this story.
Except for covering the Parliament brou-ha-ha over the demand for the resignation of Raja, the majority of the media have remained quiet. Why?
It is not at all surprising, in fact. Nira Radia, as some of the publications have already published, is considered to be the most influential and powerful Public relations person, with powerful clients who controls almost half of the stock exchange— Ratan Tata, Mukesh Ambani and Sunil Mittal.
She also has friends in the media, including some of the highest profiled media figures, apart from newspaper owners and editors. The fact that she dictates the media policy of the three of the richest Corporates means none of the media houses can afford to take cudgels against her.
She also has been known to have direct access to some powerful politicians in both the ruling and opposition parties. Her entry into the Indian scene, way back in the late nineties using her proximity to BJP General Secretary and then Union Minister Ananth Kumar, is well documented.
No wonder, except for some piece-meal exposes here and there, the entire confidential papers of the CBI, Income Tax department, among others floating around in the hands of the media persons, have remained out of print.
A study of these papers indicates the vast network of Nira Radia, and how she has been able to deliver some of the controversial business projects, to the above mentioned big-wigs of industry and corporate world. The most controversial being the 2G spectrum, with her deep connections with the Telecom Minister A.Raja and his patron-in-chief, DMK supremo, M.Karunanidhis family.
The CBI filed a case in October 2009 in relation to what it calls, UAS Licenses granted in the year 2007-08. The communication between CBI and Income Tax authorities clearly makes out how Nira Radia was put under surveillance and what emerged from the tapping of her phones.
The reason for the media to have played shy of this scandal also comes out in these papers. Some of the most important and powerful media Houses and personalities, seem to be caught in the Radia web. The names of two of the biggest media stars, Vir Sanghvi and Barkha Dutt are also mentioned in these conversations, about their effort to assist Radia, to ensure Raja becomes the Telecom Minister. There is also a mention of how Radia has been managing the media.
There are also issues relating to cross-border transfer of funds, both legally and illegally.
What however takes the cake is the way in which Radia, according to the report based on her tapped conversations, lobbied for the return of Raja as the Telecom Minister. And how all efforts were made to scuttle any chances of Dayanidhi Maran getting the Telecom portfolio, as he was considered a bug bear by both Tata and Ambani.
But almost all of it have remained undisclosed and Government has also refused to come out with any significant details about the case filed by the CBI, and where the case stands today.
It was therefore felt that it was important to put all these documents in public domain, for people to make their own judgement. It is necessary that the claims and charges made in these documents are investigated and the full truth comes out.
So we have decided to publish these documents on this site, without any ill-will or bias or with ulterior motives, except in the hope that it would result in public pressure on authorities to come out with the truth.

Spectrum was vacated by armed forces, for general use that is about 11.6 MHz to allot in Delhi. Existing operators like Reliance Communications Bharti, Vodafone Essar and Idea have first preference over this as per TRAI. On10-11-2010, this bastard A Raja was pushing for awarding airwaves to Tata Teleservices, Uninor and Videocon, as defence has released 8 MHz of spectrum, Tamil—–(edited) A Raja wanted to allot 4.4 MHz to Tata Teleservices in Delhi. As the total available spectrum is 11.6 MHz in this service area, including already available spectrum of 3.6 MHz, he wanted to allot 4.4 MHz to Datacom (Videocon) and balance 2.8 MHz to Uninor. The Tamil —-(edited) A Raja, resigned on 14-11-2010 Sunday night . On 15-11-2010 Chief Auditor Report tabled in Parliament, said Mr Raja flouted almost every rule in the book and awareded mobile licences to mostly undeserving companies, causing a potential loss of Rs 1,76,645 crore or $40 billion to the government.
Tata is a bribing corporate —–(edited) like A Raja and steals national wealth. This —- —–(edited) Tata Tele should be boycotted. Tata Teleservices spend around Rs 1000 crore and sold 27.31% to Japan’s NTT Docomo for Rs 12,924 crore, its valuation jumped to Rs 47,323 crore. Tatas forcibly acquired land in 1919 that is the oldest in India and is making profit out of our natural resources like the present day illegal mining. In June 1919 British and the Tatas drove away villagers from Mulshi near Pune, Maharashtra with little except the clothes they wore and made dam, affecting 54 villages. Tata family was smuggling opium to China for East India Company. Tata helped, invasion of Ethiopia by the British army. Its Nagpur Empress Mills is in honour of Queen Victoria. David Good, of US govt who prevented Anderson’s extradition, heads, Tata in US. Ratan Tata promote Dow Chemical and wants to pay for toxic clean-up. This —- —–(edited)gave licences on a first come, first served basis, violating all norms and procedures, openly defying the oath of office. —- —-(edited) A Raja patronaged builders and realtors who were masquerading as telecom operators. On 10-11- 2010 Raja tried once again to allot airwaves to Tata Tele, Uninor and Videocon over-ruling TRAI’s recommendations. Raja was again tried to perpetrate even bigger scam on mother India. Swan Telecom, Unitech and S Tel offloaded equity in their companies for astronomical amounts as they held licences and spectrum which the national asset that belongs to all Indians. Thet had no service or revenues.
Swan Telecom, is a realtor, Dynamix Balwa, owned by Shahid Balwa and Vinod Goenka, got 13 circles for Rs 1,537 crore. Swan sold 44.73 per cent to Etisalat, Mauritius, for Rs 3,217 crore. This made the enterprise value of the licence and spectrum holding entity Rs 7,192 crore. C. Sivasankaran’s S Tel got six circles, and sold 5.61 per cent to Bahrain Telecom for Rs 238.5 crore. The enterprise valuation was Rs 4,251 crore. Unitech got 22 circles, paying Rs 1,658 crore, but they sold 67.25 per cent to Telenor Asia for Rs 6,120 crore. This brought enormous enterprise value of Rs 9,100 crore. These three non telecom bribing corporates got licence and spectrum from the —- —-(edited) A Raja and turned their business into a combined valuation of Rs 20,543 crore. Nine companies which got licences. Just four among them were worth Rs 67,866 crore. New bribing corporates who have entered the telecom sector over the last three years have just about 5% of the market share.
S Tel on 27-11-2007 offered Rs 13,752 crore for allotment of 6.2 MHZ GSM spectrum. Using this CAG estimated that the 122 licences has a value of Rs 67,346 crore against Rs 9,014 crore the govt got. For the last 10 years the corruption cases are booming in India?. Can corruption flourish witout involvement of the government machinery? Now nothing can be done of A Raja. But how about initiating
action of taking over the companies wherever the equity has been
sold over to the foreign partners.
In Russia, similar thing had happened but Putin made
the Gazprom take over the assets of these companies like Swan telecom
by asking punitive taxes from them and taking over the companies
if the taxes are not paid. I am not suggesting the punitive
taxes or the fictitious ones. But the solution lies in govt
initiating action to demand the extra money for 2G licenses
given earlier for cheap. The money demanded from these companies
should be evaluated on the same basis as they
have been sold to the foreigners. So, e.g. if the company got
license for 1000 crore like Tata teleservice and after selling
equity to NTT Docomo for 12,924 crore, the company becomes of
47,323 crore. That means the govt demands 46,323 crore from
Tata Teleservice after giving back the original 1000 crore for the
license to Tata telservice. If these companies can not pay
this demanded money to the exchequer, then the company should be taken
over. Foreign equity holder can keep the equity but the remaining
equity should become of the govt. Thus when the company becomes a
govt undertaking. The exchequer will be able to recover
full proper license cost after selling these govt stakes later on
in the market to the public.
I came across very accidentally to this blog. There are no words to express my anguish. Many of us, the common people, do so many small things to help our nation develop. These thugs literally take all of us granted and playing with our system and exploit us at their will. With your permission Sir, I am sharing this blog with some of my friends. How to recover the lost opportunity in the Spectrum 2g for the People of India?
Cancel all the allocations and re-auction them. These is possible since the auctions are null and void because of taint of illegality – namely corruption – in the process. This will automatically disqualify all the fly-by-night operators and leave the field clean for real telcos. This will also bring humongous losses to the greedy buyers; no sympathies there. These might cause some blood-bath, perhaps, literally. But then when such a huge thing as Spectrum 2G has to be undone, that would be inevitable.

It’s wonderful. Commendable work Mr. Nikam. But do you think the wrongs would be corrected. The details about kickbacks if any would come out & the guilty would be punished. The way the Reliance group operates is a well known & well documented fact (even filmed, Guru) We keep talking, how corrupt the government sector is ? But these documents reveal the private sector (Including the media) is not far behind, in fact they are the champs.

Yes, I’d seen these leaked documents a couple of weeks back – they were doing the rounds in an email forward – and my reaction then was the same as my reaction now.
Ok, so obviously Nira Radia has remarkable levels of access. But it doesn’t really look like either Barkha Dutt or Vir Sanghvi are really lobbying for anything… they’re offering not even to convey information really as much as create a link. That’s how social networks (real ones, I don’t mean twitter!) operate!!
I ask you one simple question.
As Sharad (I think) mentioned, these stories are old. In fact, Headlines Today AIRED it in April 2010, and noone gave a damn. Including you.
NOW, in the wake of the #2G scam, these leaks have been whipped up into a storm. Who’s caught in the storm? India’s premier journalists. What are all the other journalists doing? Making hay while the sun shines, taking the opportunity to discredit NDTV and try and make themselves look good – a good example would be the failed attempt by Rahul Kanwal (Headlines Today, 1-Dec-2010/11:30PM)
So, while all the top journalists are busy looking either at themselves or at each other, what are they not looking at? The truth behind the 2G Scam perhaps?
THIS IS UNBELIEVABLE, SURPRIZING.
NOW EVEN GOD CAN NOT SAVE THIS NATION FROM OUR POLITICIANS, BUREAUCRATS AND INDUSTRIALISTS AND BUSINESSMAN, WHO HAVE NO ETHICS AND PRINCIPLES.
To fix this we need political will. For that we need the VOTING public to understand the need to promote truthful, straight forward and visionary individuals to come to leadership. But, I am happy and hopeful about India, that these kind wrong doing are brought day light only because of our democratic system. Let push forward to way ahead, do something about it, rather than just end up ANOTHER scandal. Those top secret docs posted above shows that nothing is THAT secret and no is untouchable.

The only straw left for the common man in a very corrupt atmosphere is the fourth estate. If media too become so corrupt and biased, where should the common man go? Things have gone beyond repair in this country. Corruption and evil deeds are no longer seen as shameful aspects. Criminals and convicts pose very proudly on the TV even when they are being led to the jails in handcuffs. What will young children learn from their parents who indulge in such corrupt activities openly? Even judiciary is not clean. God save this country and mankind!

This is indeed a very interesting and informative article. It shows the depth and the manipulative nature of present day `successful’ corporate and journalist honchos. We have always known our politicians were thoroughly corrupt but to find the likes of Ratan Tata in their midst is indeed surprising. Perhaps shows that Ratan Tata has a Good PR team managing his image.
It also shows that all the tales and values taught to us by our parents including hard work etc are not for the present genre in India.
